Arthur Cecil Elkins, 61, of Nokomis, FL, formerly of West Virginia passed away unexpectedly at his home on November 14, 2012. Born on May 2, 1951 to George and Mabel Elkins, he served his country in the U.S. Army. Most recently he retired as a Deputy Sheriff with the Sarasota County Sheriff's Office.
